Shelving for Fulfillment Operations: Why Density Wins

We visited a fulfillment operation recently that had been running the same layout for three years.
Pallet racking across most of the floor. Hundreds of SKUs stored on shrink-wrapped pallets, two levels high. Pickers were pulling single units off full pallets, sometimes stopping to remove shrink wrap, dealing with loose product, and in many cases couldn't even reach the top of the second pallet without a step stool.
Their picker throughput was a fraction of what it should have been. Every pick on the second pallet level meant stopping, grabbing a step stool, climbing up, pulling the unit, climbing back down. The step stool alone was costing them picks every single minute of every shift.
Management thought the problem was staffing. They wanted to hire two more people. The problem wasn't staffing. The problem was shelving, or rather the absence of it.
The Density Math Behind Shelving for Fulfillment Operations
In warehouse design, one number changes how you think about shelving for fulfillment operations: 24x.
In 20 linear feet of pallet racking you get 5 pallet positions, 5 SKUs. In 20 linear feet of shelving you get 120 pick locations. That's 24 times more pick locations in the same space. That number holds if your product fits a standard shelving pick location. For operations picking individual units or small quantities across many SKUs, that ratio is the difference between a pick operation built for throughput and one built against it.
Pallet racking makes sense for bulk storage and for product that arrives and ships at pallet scale, high volume, single SKU operations where a full pallet is the right tool.
Amazon moves enough volume per SKU that a full pallet makes sense. But the moment you're pulling individual units or small quantities from a shrink-wrapped pallet, you've broken the system that pallet racking was designed for. The pallet doesn't help you. It gets in the way. Carton flow is another option for higher volume SKUs that don't justify a full pallet position but move faster than shelving can handle.
What Shelving for Fulfillment Operations Actually Does for a Pick Operation
Shelving brings three things to a fulfillment operation that pallet racking can't match.
First, pick accessibility. Each shelf location holds a set quantity of a single SKU, clearly labelled. Pickers find it immediately, pull what they need, and move on. No unwrapping. No re-wrapping. No replacing a pallet that's now one unit short.
Second, route density. 120 pick locations in 20 linear feet means 120 opportunities to complete a pick without walking to the next bay. Low-density pallet racking layouts force long walks. Properly designed shelving shortens those routes dramatically.
Third, predictable replenishment. Shelf locations sized to match actual product volume turn replenishment into a scheduled task instead of a reactive scramble.
Height, Depth, and the Specifications That Matter
Standard shelving for manual pick operations is six feet total, five usable pick levels. The top of the product on the top shelf needs to be within arm's reach for an average height picker. Go taller and you introduce step stools or ladders. Step stools slow picking, create trip hazards, and generate injuries that cost far more than the extra shelf space provides.
Shelf depth sounds like a minor detail. It isn't.
Too shallow and your replenishment team is feeding the pick face constantly. Every time a location runs out, a picker stops picking and starts waiting. Or worse, starts hunting for product that should have been there. In a busy fulfillment operation, that interruption happens dozens of times a shift. Multiply that across thousands of pick locations and you've got a replenishment problem masquerading as a staffing problem.
Too deep and you've got the opposite issue. You're holding too much inventory at pick level. That sounds fine until you realise those extra products are sitting in locations that could have been assigned to other SKUs. You run out of shelf space not because you don't have enough shelving, but because every location is holding more than it needs to.
The right shelf depth holds enough inventory to get through a replenishment cycle without running dry, and no more. That cycle depends on your actual product volume and how often your team can realistically replenish. Get it right and replenishment becomes a scheduled, predictable task. Get it wrong in either direction and it becomes the thing that quietly kills your pick rate every single day.
That's exactly the kind of detail we dig into when we walk a fulfillment operation. The right depth isn't a guess, it's specific to your product and how your operation runs. Getting it right is the difference between a shelving system that works and one that creates a new set of problems.
Shelving Doesn't Replace Racking. It Works Alongside It.
Your highest volume SKUs often work best as pallet drops positioned directly beside the shelving zone. Pickers can pull full cases from the pallet without going back to bulk storage, and replenishment is as simple as dropping a new pallet into the slot. The shelving handles SKUs where the volume per location doesn't justify a full pallet position.
The combination creates a pick zone where a picker can complete the vast majority of an order without leaving a defined area. That's where the throughput gains actually come from, not from faster pickers, but from a layout that keeps pickers in the pick zone.
The Product Choice Matters, Too

The material matters depending on what you're storing and your facility's fire code requirements. Wire shelving provides visibility, breathability, and sprinkler water penetration, the better choice for environments with sprinkler systems. Laminate shelving suits operations storing smaller items that need a solid, smooth pick surface. The right choice is specific to your operation.
What the Right Shelving Decision Actually Saves
After the redesign, shelving for the right SKUs, pallet drop zones for the highest volume movers, picker throughput more than doubled. The same pickers who were struggling before the redesign were handling far more orders per shift after it.
They didn't hire the two extra people. They redesigned the layout.
Labour is the largest operating cost in most fulfillment operations. Every step a picker takes that doesn't result in a pick is money spent on movement instead of output. Shelving density reduces those steps. The right shelf height keeps pickers on their feet, not on step stools. The right shelf depth reduces replenishment interruptions.
The return on investment doesn't come from the shelving itself. It comes from what the right layout does to the labour cost sitting underneath it.
