Pallet Racking Building Code Ontario: Your Racking Isn't Equipment Anymore. It's a Building.

For years, racking sat off to the side.
It was equipment. You bought it, you bolted it down, and as long as it held your pallets it did its job. The rules that governed it lived in an industry standard, written and maintained by the rack manufacturers themselves, sitting apart from the code that governed the building around it.
That has changed. The pallet racking building code Ontario follows has reclassified racking entirely.
Racking has now been made part of the Ontario Building Code as a structure. Not equipment sitting inside a building, but a structural system that is part of the building, held to the same standard as the walls and the roof around it. Engineered drawings, anchoring, seismic design, subsurface investigation of the soil under your slab. The things that used to be optional or handled quietly on the side are now built into the code itself.
And here is the part most operators don't see coming.
How the Pallet Racking Building Code Ontario Changed the Seismic Rules
Because racking is now treated as a structure, the seismic requirements came with it.
And those requirements got a lot tougher. In plain terms, the shaking the code now designs for is much harder, and the duration is much longer than the old rules ever assumed. The forces a frame has to resist today are dramatically higher than the older designs were ever built for.
And this isn't a one-time change you can wait out. The bar has moved in steps over the last few years, and it only moves one direction, up. A frame designed even a couple of years ago, to the previous version of the rules, can already fall short of what's required today. The target keeps moving.
That single change quietly reduces the value of almost every older frame in the country.
The Four Places Older Frames Fall Down
Because when you design for harder, longer shaking, the whole frame has to be stiffer and better connected. And that is exactly where the older styles fall down. Not in one place. In four.
The frames and the bracing. Most older frames relied on a lighter connection and minimal bracing. That was fine when the loads were treated as static. It does not deliver the lateral stability the new seismic math demands. The frame moves when it needs to hold.
The base plates. The base plates on older systems were never sized for this. They are too thin, and the holes are too small to take the anchors the new code requires. The foot of the frame is the first thing that matters in a quake, and the old foot simply wasn't built for it.
The anchors. Same story. The anchoring loads the code now calls for were never part of the original design. What held the frame to the floor before is not what holds it now.
The beam-to-frame connections. This one matters more than people think. Most old connections were loose and a little floppy. The new requirements need them tight and stiff, because that joint stiffness is what resists the sway. A loose joint lets the whole system move. A stiff one holds it together.
Put those four together and you reach an uncomfortable conclusion. The vast majority of older rack styles just don't pass anymore. Out of everything that has been sold over the years, maybe one or two frame types were ever built beefy enough to be worth a second look, and even then, only if the frame itself is heavy enough to start with.
Why the Pallet Racking Building Code Ontario Makes Used Racking a Real Trap
The placard on an old frame reflects the old rules. It might read five thousand pounds a level, and on paper that looks fine. But that number was calculated under a code that no longer exists. Under today's requirements, the real capacity might be a fraction of that, or the frame might not qualify at all.
So before you buy any used racking, or count on the frames you already own, get a solid capacity number backed by an engineer. Not what the old sticker says. What it can actually sustain under today's code. Used racking especially needs to be signed off, because there is a high likelihood it simply won't pass.
This is exactly the kind of thing a proper site analysis catches before it becomes a problem. The alternative is finding out at inspection, or worse, after something moves. The frames haven't changed. The steel is the same steel. The rules for proving it's safe are what changed, and they changed enough to take most of the old world off the table.
Racking isn't equipment anymore. It's a building. And it deserves to be treated like one.
